The gaming poetics of "Podschipa" by Ivan Krylov
The article analyzes the "jester tragedy" "Podschipa"("Trumf") written by I.A. Krylov through the prism of its gaming component; the specific gaming devices and their functions in the structure of the play are revealed. The author comes to a conclusion that the game is a conceptual element of "Podschipa"'spoetics forming an ironic subtext as a specific quality of theplaywright's handwriting.

The theoretical models of the study of regional culture: The problem of methodology
The article describes the basic theoretical and methodological approaches to the study of regional culture. Certain aspects of regional studies analyzed in terms of their methodological potential. The purpose of this article is to summarize the main theoretical approaches оf the study of regional culture and to analyze methodological problems of regionalism within the cultural studies. The problem of methodological approaches to the study of culture in the region within the framework of cultural studies is still topical. The search of a research strategy that could describe the phenomenon of regional culture in its integrity and in the aggregate of individual features is continuing in controversy between supporters of the traditional administrative-territorial zoning and vernacular or perceptual zoning. In our opinion, the study of culture of the vernacular regions is of great interest within the cultural studies as it provides opportunities for in-depth analysis of the mental characteristics and group identity. The selection of the method of zoning is not an issue of methodology directly but it has significant impact on the research paradigm, and hence sets research results. We note only that the study of vernacular regions may also be sufficiently subjective, since the question of criteria is still open to discussion. Another promising approach to the study of the regional culture we believe is Lotmanov's model of semiotic analysis of a cultural text. Heuristic potential of this model is unlimited, as the repertoire of regional representations of cultural texts is very broad.

V. I. Vernadsky and P. A. Florensky - the fate of Russian thinkers
Summary. In this article the problem of the Russian culture of the beginning of the XX century has been analyzed. During this period thinkers address to ideas of synthesis, symbolical character of science, religion and art. The main attention is paid to V. I. Vernadsky's concepts, the great scientist, the author of the theory of a noosphere, and A. P. Florensky, scientist, theologian, theorist of art. The epistolary heritage (or letters– diaries) of Vernadsky and Florensky, the history of their relationship, the proximity of destinies during the difficult and inconsistent period of the 20th – the 30th years of the Soviet reality have been considered.

The search for ways to revive the spiritual and moral culture, undoubtedly, connected with ecological culture. Bustle of modern life of the city and the crisis ecological and moral situation which has developed in modern society makes people are not indifferent to the problems of the modern world, who wish to live in harmony with the surrounding world, to find a way out of this situation. Especially these aspirations are inherent in the young generation. Are created eco-villages and kin estates, the residents of which strive for a harmonious life in nature. At this stage, there is a tendency to the formation of the personality of the person of the new culture, consciously living in the modern world, combining the rational consumption of resources of a planet and the achievements of modern civilization for the benefit of society and without damage to nature. Study of the problems and causes of the moral degradation of society, low level of spiritual culture will allow a deeper awareness of the problems of environmental culture in the future to prevent and reduce the technogenic impact of human civilization on the environment. But for the revival of spiritual values of our society little theoretical reasoning, we need real action, which may embody in a life of each person, realizing its importance in the world, its opportunities and selecting the path to the harmonious existence in the environment. Such an example and serve as a settlement of ecological type and Patrimonial estates, the residents of which have shown that people can change the world, and thereby change the society. The realization of the global problems of our century, thanks to the work of well-known figures in the field of environmental culture, the latest developments in the field of environmental technologies, as well as taking advantage of a huge legacy of the past, the knowledge of our ancestors - our civilization can come out on a new path of harmonious coexistence with nature.

Сoncept-sphere of culture as a structure that generates senses
The special structure of culture that determines general cultural senses deflecting particularly in festive cultural forms is revealed. It is given the interpretation of the festival within the terms of the concept-sphere of culture.
Festival is defined as a complex phenomenon with its detectable structure and functions of individual structural elements as well as and their system. The interpretation of festival in the field of culturological reflection allows us to reveal three levels of the festive structure. The first level of the structure is occupied by subjects. On the one hand, these are the actual perpetrators of festive action, and the memory of the celebrated event, on the other - the audience which observers holiday that happens. If it is a holiday with mandatory participation there is a special group of subjects or authority which oversees the ceremony. Then comes the level of material carriers of meanings and values. These are the results of folk art, or specially created and introduced elements - songs, dances, hymns, food, material objects, which in the structure of the festival will posses a special meaning, and they do not have it outside of the structure. The third level is implicit one, not detectable directly. This is the level of meaning, ideology (in the broad sense) of the holiday. This one refers to the historical and cultural traditions of the holiday, political or any other (for example, associated with religious ideas) the event which is a value for the participants of the event. The most common meaning here is to create a special space-time (chronotope) of festivities. Chronotope content of the holiday consists of interrupting the usual flow of time, reconstructing of the past and modeling historical space elements.

The process of spiritualization of matter has a rich history that begins with the appearance of language and writing. .From the functional asymmetry of the hemispheres of the human brain by pole specific ratios compare the modality of the great magnet the Earth, East and West. Relation to the mountain village landscape as to the development of a structured space of the community can be traced to archaeological sources, from the beginning of the Neolithic period. Crimea focuses, as a historical region, geographic location, Cirkumponta sign a lighthouse for marine and terrestrial vectors of ethnic movements in Eurasia. Specifies the ways of understanding the world mentality, and defines a vector model of creative activity. Civicism as a sociocultural quality of the individual: civicism's substance, contradictions and difficulties of formation in modern Ukraine
This research defines the essence of civicism and analyzes sociocultural aspects of its modern condition in terms of needsof development of civil society in Ukraine. On the basis of study of significant works of Ukrainian and foreign scientists is developed the idea of the dependence of civil society formation on sociocultural conditions and factors one of which is the individual's civicism. Civicism is presented as the individual's readiness and capacity for active participation in society and state matters on the basis of a deep awareness of his/her rights and commitments. It has been shown that political culture is an essential part of civicism. It has been proved that the formation of the individual's civicism in Ukraine is quite a significant and daunting problem. The problem stems from the contradiction between social need of mature civicism of Ukrainian society and the real level of its development. The goals of civil education and the role of educational institutions in reaching these goals have been presented. According to modern sociological data it has been proved that the entry-level of civil political culture of Ukrainian society is connected with sociocultural aspects such as marginality of Ukrainian society, crisis of values, slow solving of the individual's socialization aims and tasks, and spread of social mimicry. The main directions of the state policy must be: formation of conditions for a rise of socializing role of educational institutions, mass media in the preparation of youth for various kinds of independent generally useful activities; social safeguards for the realization of creative potential in different spheres of society life; formation of a system of motivation and state support for citizens in the sphere of production, science, technology and culture, in different forms of entrepreneurship.

J. Basov's epistolary heritage as a cultural text
Tradition regarding culture as text has its roots in 20-th century philosophy. The basis for this idea gave two prominent structuralists: Charles Sanders Peirce and Ferdinand de Saussure. The concept of sign and sign system has been actively discussed throughout the century. It is a one of priority research area at the moment. The scientist, who determined the course of the semiotic thought in the Soviet and post-Soviet space is Yuri Lotman. His main research object is cultural text. In the Saussurean system of thought, which has long determined the course of semiotic thinking, there is a clear preference for the study of language rather than speech, and of the code rather than the text. Lotman brings into the center of semiotic the notion of text. Texts in semiosphere take different forms. Among other forms in semiosphere we can mark out a block of epistolary texts. They have unique form, a long history and its own traditions. Epistolary tradition continues in the letters of James Basov. Through them, the artist shares his own thoughts on the essence of art process and the artist mission, on the relationship of art and human. A special place is occupied by a detailed description of impression that was received after visiting particular city, the landscape. This description reveals the artist's condition and his thoughts that precede the act of creation.

Philosophical preconditions of religious art and art on religious subjects of XX c.
Culture is a self–development system, which consists of many components, traditional and reactionary. The Bible gives us viable moral and esthetic tradition, which exists for more than 36 centuries for Old Testament and 20 centuries for New Testament. XX century was crucial point of European history, considerable changes happened in political, social relations, religion and art. Despite of secularization artists frequently appeal to Biblical images. Researches paid attention to disclosure of Biblical images in works of certain artists, but a comprehensive study of this topic is necessary. In XX century traditional confessional aspect of Europe changed. In Russia church was separated from the state in 1917. Christian faith became not inherited attribute, but the attribute of personal church. It influenced the art favourably. Protestant philosophers A. Schweitzer, P. Tillih, catholic G. Mariten, R. Gvardini, orthodox S. Bulgakov, N. Lossky, N. Berdyaev, P. Florensky paid attention to problems of modern art and its relations with the Christianity. These thinkers supposed that the reason of artistic and religious crises of XX century is dualism ("the Kingdom of the Spirit and the Kingdom of the Caesar" for N. Berdyaev). Dualism can be overcome with synthesis of different spheres of human creativity, synthesis of secular and ecclesiastical.

Christianity in history and culture of Crimean peoples in I - XVIII centuries
Various view-points connected with the issues of Christianity genesis in the Crimea were analysed. The suggestions concerning the time and reasons of emergence of Christianity were expressed by the author. Also the stages of each eparchy development in the area of the peninsula were briefly reviewed, such as eparchy of Kherson, eparchy of Bosphorus, Gothic, Sogdian and Fulian eparchy. The main periods of their formation were considered and leader's names of each of them from the time of their creation up to the dissolution were
incorporated into scientific sphere. Special attention was paid to the problem of Christians' resettlement from Crimea in 1778. The author states that the political decision led to considerable weakening of Christianity influence on spiritual life of the nations of the Crimea. It was outlined in the article Crimean khan Sahin Giray and Greek priest Spirandi had played significant roles in the support of Christian sacred places functioning after the liquidation of Gothic eparchy.

Unsustainable development of the modern world generates pluralism, requires understanding of scientists from different fields of these trends and develop ways to resolve the conflict. Humanities have appealed to science experiences, the exact sciences use concepts from linguistics, cultural studies and psychology. We have before us scale transformation processes. So, the article is devoted to the category of transformation in the modern scientific discourse. In our study, we rely on the scientific discourse in the areas of knowledge, such as philosophy, sociology, conflict studies, psychology, economics, political science, linguistics, biology, and ITtechnologies. After analyzing the scientific literature, we can say that the "transformation" has a number of similar content and concepts frequently used in various fields of scientific knowledge and journalistic texts. However, it has not received a clear definition and, most often, the interpretation is limited to the use of a number of synonymous. Thus, the basic conceptual models of transformation studies in an interdisciplinary approach are presented and analyzed, the possibility of using of methodological capacities of category "transformation" in Cultural Studies of urban space are identified. The methodological potential of the category of "transformation" is very large and requires further exploration. Transformation in psychology is regarded, above all, in relation to the individual. It is about personal transformation as a transition state in development or defense mechanisms. The term "transformation" is demanded and topical in political science. Transformation method is used in linguistics, where are allocated a passive, an interrogative, an excretory, a modal, a phase, and other transformations. In molecular genetics of hereditary changes the properties of the cells.The consequence is the acquisition and the ability to transmit to subsequent cells modified and previously
missing features. Some researchers (political scientist V. Dergachev, philosophers V. Mironov and A. Tarasov) are tend to see pessimistic tendencies in modern social and cultural transformation. They consider that the end of the growth phase of society, like the cell of DNA, is always accompanied by crisis tendencies and leads to his death. The other (sociologists E. Podolskaya and S. Kataev) believe that the transformation can make a positive changes. In addition, these polar opinions agree that changes have scale character and accompanied by conflicts. Cultural transformations are also undergoing to a similar process.The human factor in the conversion of systems suggests the presence of creativity in the process of transformation. Therefore, we can say that the creativity factor is inherent to transformation. It can also be a condition of mismatch, disorganization and, as a consequence, of crisis deepening. The example is the branding campaign aimed to development of city space. In view of the impossibility to consider each turn of its development, organizers should use not only tested techniques, but should also be ready to make instant decisions. In this vein we may assume especially urgent economists advices of transforming the company to reach new heights at the market. It is impossible to determine precisely, estimate and trace all the processes in social and cultural transformations, as we discovered. The transformation of culture of a city occurs in that case if the new state is the result of a previous state under the influence of intensive renovation going on in the community. Thus, analyzed the basic conceptual models of transformation studies in an interdisciplinary approach, we can conclude that the methodological potential of the category of "transformation" is very large and requires further exploration. In our view, the category of "transformation" may be used as an effective methodological tool for the study of various social and cultural phenomena, including city space. Note that it is necessary, first of all, to identify some internal algorithm transformation processes as well as external factors, which are capable to form or specify transformation vector.

The paper considers the phenomenon of dialogue, the influence of the dialogue as a form of co-existence of different cultural traditions. Cultural dialogue, which first provides free development and functioning of all cultures and contributes to the process of their interaction and mutual enrichment. Dialogue of cultures – is a civilized form of cross-cultural interaction, which leads to the enrichment of all cultures in the name of progress of each. All cultures are integrated in the common heritage of mankind. The cultural identity of the peoples renewed and enriched through contact with the traditions and values of other nations. Dialogism as a cultural studies principle understanding of the world is interesting in that each national culture is not inside, but outside. Cultural identity and cultural diversity are inextricably linked to each other. The dialogic communication – is a process of creation, approval and overcoming stereotypes, as each culture perceives the other does not adequately without the full and specific qualities, but only in those components and qualities, which in itself requires a certain period and is able to learn. Strengthening the dialogic communication ethnicities - a sign of the modern era of globalization. But we should not forget that this is a trend in different social conditions can manifest itself in different ways. In some cases, it can be a source of aggravation of ethnic and cultural conflicts, the influence of one culture may pose a threat of depersonalization and even assimilation to others. Or vice versa. The dialogic communication can contribute to the process of convergence of ethnic cultures, to stimulate their development and thereby ensure ethnic harmony and consolidation of society. This form of interaction is dialogic communication. The problem of the deployment of cultural interaction is one of the determinants for the Ukrainian society and for further development of it as a consolidated nation. Cultural and political context of the problems (the need
to maintain inter-ethnic peace, of national identity, finding a place in the country's cultural and geopolitical coordinates, etc.) determines the need for adequate cultural policy on regulation of inter-ethnic relations. The study characteristics and factors causing conducting communicative practices in Ukraine at present, contribute to the understanding of processes in the field of ethno-national, the development of effective state ethnic policy.

The term "cultural form" is analysed in the article. Cultural forms both closed and international which are becoming the forms of the culture common to all mankind are highlighted in the work. The characteristics of specific cultural forms to accomplish the mission of saving, recreating and augmenting social information like the cultural form "myth" are given. It is topical to consider popular culture as a cultural from interacting with
myth. On the one hand, it produces new myths, and, on the other hand, it modifies already known myths and enters into the relations with other cultural forms. The issue of mass-man position, his social directivity regarding to the values and priorities is raised in the article one more time.

Phenomenon of the religious landscape of the Crimea: statement of the problem
The article is devoted to discussion of the problems of studying the religious landscape in the context of the cultural landscape of the Crimean Peninsula. Analyzed the existing definition of «religious landscape», outlines the research problems related to the study of this phenomenon. Currently selected and to some extent described confessional layer of the cultural landscape – the so-called «religious landscape». However, a lot of development in this direction is not conducted. His promise is clear: in today's secularized society, religion is a special place that is different from the place it occupies in traditional society. This is a wide field for research in the fields of philosophy, religion and culture. The definition of «religious landscape» is used for more than thirty years. However, a clear definition of this concept to date, no. Researchers define religious landscape in the religious situation. In this article the view that the definition of this concept leads to its contraction. The article highlights the promise of separation of the religious landscape of the Crimea as the subject of Cultural and Religious Studies. The study of the religious landscape of the peninsula makes it possible to better understand the specific identity of its population characteristics and potential of the Crimea as a multiethnic, multi-confessional and multi-cultural region, to complement the characteristics of its common cultural space.

The article examines the general ideological orientations of the theory of V. I. Vernadsky - one of the most outstanding scientists of XX t h century. Moreover, we have made several suggestions on the usage of his heritage in culturological education of the students of the technical university. Vernadsky was sure that only science is a powerful means of understanding reality and encouraged to work hard, getting knowledge. He believed that we should not stop there. Need to delve into the essence of things and consider the studied object known in the interaction with other sciences. New discoveries are always preceded by a concentrated experience of mankind, which must be carefully studied and which we must always rely on. Vladimir Vernadsky devoted special attention to the education of young generation. He was convinced of the need to educate a person, towards the priorities of their national values and urged respect for the achievements of other peoples. He called to look at other people's misfortunes, as to their own and to participate actively in the life of society. "Man's task to provide many benefits to others." V.Vernadsky always understood the need for an integrated approach to environmental of nowadays challenges and considered a basic framework for all aspects of personal development, environmental education, the ability to create and use in the educational process of natural and historical sites in the region, which causes in the younger generation a sense of pride of ownership, historical delights deeds of their ancestors. These ideological guidance of the scientist, can be used as a directional vector in modern culture science education students at technical universities.

Game aspects of spontaneous mythologizing
In this article author considers the involvement of the game and the sacred elements. In the XX - XXI centuries culture hasn't only lost game intentions, but also gave a rise to the new ones. The relationship of the game and the sacred elements began to reveal themselves in historical reenactment activity, where spontaneously appearances of burlesque "games of sacred" sometimes take their place. So-called "Cult of Great Hedgehog" can serve the example of "game of sacred". This cult has appeared in 90s of 20th century in reenactment activity. The group of young people (adepts of reenactment activity) has organized a worship of log studded by nails. It was worshiped by showing various signs of respect. Choosing of a hedgehog as a character for the adoration isn't an accidental act, because image of a hedgehog considers by itself like personification of the warlike attitude and warrior's art.
At the same time those rites, certainly, were farcical and burlesque. Those rites were not filled with real religious sense. Those acts of worship are rather rudiment, instinctive-like-desire of being the part of sacrament of worship, being the part of the sacred, which is located on the edge of the human's mind. Such desire of communion is not in conflict with real religious sense and it is not perceived by members of the rite as Sacrilege. In this case we can see that the game, on the one hand, has acted as a way of escapism, but, on the other, – as a way of touching the sacred value, such as freedom, since the game is area of imagination, through which it is possible to realize the true freedom. So, such "games of sacred" are detecting the invariability of origin connection between the two most ancient cultural structure-formative elements – of game and sacred. This connection is generating new forms of their communication in modern times. Burlesque by their format, those forms have significant values, confirm the values of freedom on the creative way of self-realization.

The article is devoted to everyday culture of the Crimean Tatars in the late XVIII - XIX centuries. Discusses the concept of a "culture of everyday life" in a cultural discourse. Delineates the concept of "everyday culture". The features of the Crimean Tatar culture daily classes at the turn of XVIII - XIX centuries. In the period of the Crimean Khanate has developed a certain social class hierarchy. First - this is the Crimean Tatar know bey and nobleman. They enjoyed great privileges in the state. Crimean Khan was forced to listen to the nobility. Secondly - the clergy, it was quite plentiful and played a big role in the spiritual life of Muslims of Crimea. Third, a certain layer of the Crimean Tatar people were artisans who were united in the shop, doing handicrafts. They often are the traders. Finally, the fourth group - the peasants engaged in agriculture and animal husbandry. About the everyday culture of each community can only speak in general terms. The first, and basic, common to all groups - is that all the requirements of the rules and regulations of Islam. In everyday
culture is manifested in the following way. Any Crimean Tatar, regardless of their origin or membership in a particular social class group had to make five times prayer (namaz), stick to the fast (Eid) and as far as possible to pay the tax to the poor (zakat). Second - ministry Khan and religious head - Sheikh-ul-Islam. After the annexation of Crimea to Russia lifestyle Crimean Tatars began to change significantly. The main and the main problem that arose before the population - Russian. We know that in the Crimean Khanate was the
Crimean Tatar language of communication. The inclusion of the Crimean Tatar people, at the Estates hierarchy of the Russian Empire was rather difficult. Documents in the State Archives of the ARC indicate many trials in the adoption, such as Tatar MPD and beys in the noble status. Daily life of the Crimean Tatar nobility late XVIII - XIX century was divided into two halves. First, a gentleman, as an individual dedicated to his family and economic concerns. And, secondly, the nobleman led a social life. Military service or a civilian were also part of the obligation of the nobility. In addition, the Crimean Tatar nobility actively participate in the province, such as the election of the Tauride Mufti, county qadis, they held high positions in the administration of the province. In the everyday life of the Crimean Tatar nobility received considerable attention for guests. Communication, hospitality was especially important. The clergy played a huge role in the daily lives of all class groups as to the Crimea to Russia, and after. Realizing the importance of the spiritual life of the Muslim population, the Russian government decides to open in the province Tauride Mohammedan Spiritual Board, the purpose of which was the regulation of the daily life of the Muslim population of the Crimea. It is known that by Islam Crimean Tatars preserved their traditions,
culture and language. Thanks to the consolidating role of religion, maintaining the rich cultural heritage, some elements of which can be seen in modern life. Thus, the daily life of the Crimean Tatars by the end of XIX century gradually changed. Much attention was
paid to education, to improving the daily life of the Crimean Tatars. More and more voices on the "national idea" about the fate of the nation and its future.

In the article on the material of international, national and regional regulations analyze the problems and prospects of conservation of cultural landscapes as an important component of the cultural heritage. Certain aspects of the study of cultural landscapes are presented as a possible way to ensure the preservation and promotion of cultural heritage in the practice of cultural activities, the necessity of formalizing the term "cultural landscape" in national and regional regulations. Mass awareness that Southern Coast of Crimea may lose its authenticity not yet comes. Today, however, obvious the fact that modern culture may lose its special features in the background of the general sociocultural modernization and standardization. In these circumstances, it becomes especially important ecology of
culture (a term introduced prof. Likhachev D. S.) – the memory of the spiritual life of the nation. Just because it`s necessary to improve state and regional legislation for heritage, as a social value recognized, should be protected by the state and preserved by society.

The article is devoted to the originality of painting of the Ukrainian avant-garde of the first third of the XX century. The author addresses to figurative and composition aspects of creativity of A. Exter, A. Bogomazov, V. Yermilov, K. Malevich, V. Tatlin, D. Burlyuk and others. The analysis of the national originality, high art level of creativity of the Ukrainian masters has been carried out. The author pays the main attention to rhythmic processes of space and time of a picture of the world in the works of the Ukrainian artists. The theoretical bases of the Ukrainian avant-garde, such directions, as abstractionism, suprematism, constructivism and others have been considered. The author addresses to style and method problems in the theory and practice of the Ukrainian artists of the first third of the XX century.

Features of intoning of poetic works (scottish english)
The article is devoted to the intonation of poetry and is a description of an experimental study of phonetic intonations of the Scottish English. This study was carried out on the material of sounding speech of native Scottish English. The material of the experiment is read by seven speakers, three of whom are male and four are female speakers. The poem «To a Mouse» by Robert Burns is of particular interest, read both by a male speaker and a female speaker, allowing one to explore the gender differences in intonation. The authors come to some interesting conclusions, stressing the need to develop skills of intonation on reading poetry among the students who are studying foreign languages.

The specificity of political values in modern Ukrainian society
For today Ukrainian society is faced with the problems of achieving public consent in the area of nationwide, national, the common national interest, including, along with the freedom and other basic human right to provide such historically determined political values such as integrity of the state, national security, economic well-being and constitutional order, power and greatness of the state. The successful solution of these problems presupposes the existence of marked political values in the majority of citizens. This means that there is a need to study the process of formation of political values of the Ukrainians. However, acquiring political values, citizens act not only as a subject of political relations, but also as an object of the impact of social institutions in the process of political socialization. This requires consideration of the specific communication paths of political socialization and the factors that make up an individual configuration of political values. This article covers the basic political values and preferences of the Ukrainian society in modern Ukraine, found their place in the basic values of Ukrainian society and the reasons behind such an arrangement values. Political values are supporting points of constructing political entity of any state. The study of political values and preferences help to more thoroughly investigate what lies at the heart of political motivations, attitudes and orientations of the individual and based on what the basic values of the citizens define their political stance. At the present stage, the main national interests of Ukraine are the conservation its sovereignty and territorial integrity, its security, the creation of conditions and prerequisites for improving the quality of life of its citizens, the development of internationalism and friendship among peoples, creating a climate of inter-ethnic peace and harmony, in which every man, regardless of their nationality, would feel an equal citizen of Ukraine. In the Ukrainian society transformation processes make it necessary to the formation of political values, appropriate to the nature of democracy and its moral and ethical component. It orients the identity on this way of perceiving reality in which its interests, rights and freedoms are the basis of the political process. By forming holistic moral and political system, which based on the primacy of natural law, political values are oriented towards democratic behavior patterns contribute to the humanization of society. The moral and legal aspect of the political goal-setting is the engine that gives the political values of the dynamic, mobilizing character is required to address the most important public interest objectives. In this regard, the study of political values actualized their social and political significance. Investigation of the mechanisms of formation of political values allowed for a picture of the factors that transforms political values that directly affect the political choices of the individual. The article concludes that the formation of the system of political values and its implementation in the current practice is not only in the plane of the search theoretical arguments.

Racism and "hate speech" as a political phenomenon in Ukraine
The history of right-wing parties in Ukraine, the process of their formation and successful passage to Parliament. Statistics of racial hate crimes, conducted from 2006 to 2012, shows that the surge in crime took place in the period 2007-2008, after the Orange Revolution and the increase of nationalist sentiment in the Ukrainian society. Legislation in the field of regulation of ethnic policy was adopted only in September 2012, this was not a special law that would regulate discriminatory manifestations before. In Ukraine in 2010 was
disbanded ministry of Ethnic Policy, to date, regulation of Ethnic subordinated to the Ministry of Culture of Ukraine. International anti-discrimination organizations indicate the need for a special body to deal with these issues profiled.

Problems оf The Aarhus Convention Implimintation In Ukraine
The paper presents the analysis of the process of implementation of the Aarhus Convention in Ukraine. The main conditions of the document which include the main idea and its origin, the brief history of Convention's signing, major spheres of its realization have been described. Among the basic clauses of the document the articles on access to information, public participation in decision-making and access to justice in environmental matters have been outlined. General picture of the activity of Ukraine as the Part of the Convention on adoption of document's principles has been formulated. This particular includes: the history of Convention's ratification in Ukraine; basic legislative steps on the way of its realization – general situation of the document's implementation. Also the main decisions and requirements of the Compliance Committee concerning Ukraine have been pointed out. In particular, the notices concerning Ukraine passed during the Second and Fourth Meeting of the Parties have been described. By means of carrying out the expert interviewing the fundamental problems of the Aarhus convention implementation have been ascertained. In the first place, it is said about the imperfection of the national legislative basis on the process of Convention's implementation. Secondly, it is about the inefficiency of the judicial system of Ukraine. In the third place, it is said about the incompetence and low awareness of the officials on the Aarhus convention matters. Fourthly, it is about weak institutionalization of the document. And finally, it is the problem of the Aarhus Centers and low public activity. Apart from the outlined problems basic measures needed to improve the quality of Convention's realization in our country according to experts have been presented. This particular includes: polishing up and improving the regulatory and legal framework; working out proper procedure of the assessment of the impact on the environment (which can make it possible for the public to participate in environmental decision-making more effectively); institutionalization of the Convention in the full sense; and finally, improving the judicial system of Ukraine to secure proper conditions of the access to justice. The conclusion is based on obtained results and official resolutions of the Compliance Committee on the Aarhus convention.
